TL;DR

Two snakes of equal width but different lengths are in a cage.
Design two escape passages, A and B.
Passage A: Short snake escapes, long snake cannot.
Passage B: Long snake escapes, short snake cannot.
Passages must have no moving parts.
Solution for A: A looped tube longer than the short snake but shorter than the long snake.
Solution for B: A hole in the floor that the short snake cannot move over without falling in.
